Call for Applications: 2023 Nonprofit Security Grant Program

CONCORD, New Hampshire – The Grants Management Bureau of the New Hampshire Department of Safety is seeking pre-applications for the FY 2023 Nonprofit Security Grant Program.

The program provides funding for eligible 501(c)(3) nonprofit organizations in the Granite State that may be at high risk of terrorist attacks to enhance security. It is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, as well as state and local government agencies.

Eligible 501(c)(3) nonprofit organizations must use the funding in accordance with the program’s terms, established by the Federal Emergency Management Agency (FEMA), including:

  • Planning (Development and enhancement of security plans and protocols; emergency contingency plans)
  • Equipment (Camera-based security systems, barriers/jersey walls, high-intensity lighting to improve visibility, alarms, sonar systems, X-ray systems, personnel identification)
  • Security-related exercises (Costs related to planning, meeting space and other meeting costs, facilitation costs, materials and supplies, and documentation)
  • Training (Employee or volunteer security staff attendance of security-related training within the United States; on-site security training)
  • Contracted security personnel
  • Maintenance contracts/repair or replacement costs
  • Construction and renovation projects (with prior written approval from FEMA)

The State of New Hampshire anticipates receiving $1.9 Million to distribute statewide for the FY2023 initiative. Local applications will be limited to a maximum of $150,000 per applicant, and only three sites per applicant may be submitted.

The Bureau strongly encourages interested nonprofits to complete an assessment and prepare the materials as a pre-application now.  

Nonprofit applications on the FINAL DHS/FEMA forms must be completed and submitted to the Department of Safety, Grants Management Bureau via email to: HomelandGrants@dos.nh.gov by APRIL 17, 2023 at NOON. Please use the subject line: 2023 NPSGP Application: (Name of your organization)
